This week the NCUA Board approved changes that will implement a 12-month examination cycle and addressed a number of budget issues, including the Operating Fee Scale for federal credit unions for 2009, the agency's Overhead Transfer Rate for 2009, and its final fiscal year 2009 and initial 2010 budgets. The Board also approved a final rule that changes the existing process of approving multiple group credit union service to underserved areas under the Chartering and Field of Membership Manual for Federal Credit Unions, which is less cumbersome than the proposal that was issued earlier this year. In addition, the Board amended its rule that outlines credit unions that qualify as “low-income” and reviewed the recent NCUSIF report.
